Discharge to assess: the case for permanent funding

This briefing makes the case for permanent, dedicated funding for the discharge to assess model. As part of this paper, we discuss the positive impact of additional, dedicated funding for discharge to assess during the COVID-19 pandemic, and outline the potential long-term benefits for the health and care system, patients, and the public purse.

On top of this, we also outline the significant risks related to a funding cliff edge, including the reversal of improvements made during the pandemic, which will create an additional barrier to addressing the backlogs of care. We argue that permanent funding for the discharge to assess model is essential to maintain and develop progress made during COVID-19.

This briefing has been created in collaboration with NHS Confederation, and was commissioned by HM treasury as part of our ongoing engagement ahead of the Comprehensive Spending Review, which is expected in Autumn 2021.
