Overview
The government has announced its intention to remove the requirement to have Councils of Governors in forthcoming health legislation. While the aim is to pass new legislation by the end of March 2027, this is by no means certain.
This announcement has inevitably been unsettling for governors and for those who work closely with councils. It has also created practical considerations for foundation trusts, which must sustain a functional, quorate council in the meantime, and should support and value their governors throughout this extended period of uncertainty.
