An update on the future of councils of governors

3 March 2026

10:00 - 11:00

Online via Zoom

Overview

A governor-only webinar on the latest government proposals and what this might mean for your council of governors.

In July 2025, the government published the 10-year health plan, stating that foundation trusts would no longer be required to have a council of governors.

This webinar is a national opportunity for governors to come together in a single forum to hear about the latest proposals, understand what they could mean for foundation trusts and councils, and explore the practical implications during this period of uncertainty.

Key takeaways
  1. Understand what the government has proposed so far and what it could mean for councils of governors.
  2. Explore potential scenarios and the likely implications for how councils and boards work together.
  3. Identify sensible steps you can take locally to manage implications and maintain effective assurance, holding to account and public engagement.
  4. Learn from other governors by sharing questions, approaches, and lessons across trusts.

Why this matters

The government’s direction of travel could change how foundation trusts show public accountability and how members and communities are heard. For governors, this could affect how the foundation trust demonstrates good governance in practice.

In the meantime, councils of governors still have a statutory duty to carry out their responsibilities within their foundation trust. This session will help them understand what has been proposed so far and consider the practical implications for their foundation trust.

What we'll cover

  • The statutory duties of governors.
  • The government policy around the proposed changes.
  • What governors and board members have told us in response to the policy.
  • Options for managing this period effectively, collegiately and efficiently.
  • How to sustain the working relationships between councils and boards.
  • An opportunity to meet and discuss the proposals with governors from other trusts.
