STPS and accountable care

The NHS is changing – from a focus on individual NHS institutions to integrated local health and care systems. NHS trusts and foundation trusts are playing a key, often leading, role through their STPs, by adopting new care models and by moving to accountable care structures. 


Our offer

In our 2017 member survey, NHS trusts told us that they wanted more support in these areas. We therefore launched a major work programme in response in September 2017: Supporting providers: STPs and accountable care.

We will, as ever, create the detailed work programme in close collaboration with NHS trusts, our member. Based on the feedback we received from trusts to our 2017 member survey, it is clear that trusts and their STPs are at very different stages of development. There is a strong appetite to share learning and, at the same time, national frameworks are struggling to keep up. Trusts also have strong views on how STPs and accountable care structures should develop. Our work programme will therefore cover all three of our strategic objectives – support, influence and voice.

Sustainability and transformation partnerships

Sustainability and transformation partnerships began as a strategic planning framework for local health and care economies to come together and address key challenges on a place-based footprint. There are 44 footprints which cover the whole of England.

Each of the 44 footprints submitted their plans in June 2016, followed by revised plans in October, and two-year operational plans aligned with their STP objectives in November 2016. In March 2017 NHS England published the Next steps on the five year forward view which set out a long term role for STPs, accountable care systems and accountable care organisations.
