
Reinventing FTs and creating IHOs: autonomy, accountability and flexibility
Integrated health organisations
The plan proposes that the highest-performing new FTs may become IHOs. These organisations would:
- Hold the whole health budget for a local population;
- Be authorised through a rigorous process;
- Be overseen by NHS regions in a proportionate, rules-based manner;
- Be expected to support integration, shift care to the community, improve population health, and tackle inequalities;
- Have freedom to contract with other providers, including non-NHS organisations.
