Integrated health organisations

The plan proposes that the highest-performing new FTs may become IHOs. These organisations would: 

• Hold the whole health budget for a local population;
• Be authorised through a rigorous process;
• Be overseen by NHS regions in a proportionate, rules-based manner;
• Be expected to support integration, shift care to the community, improve population health, and tackle inequalities; 
• Have freedom to contract with other providers, including non-NHS organisations.
