CQC and NHSI response to consultation on reporting and rating NHS trusts' use of resources - summary

The Care Quality Commission (CQC) and NHS Improvement (NHSI) have been working together since 2016 to develop their joint approach to assessing and rating NHS trusts’ use of resources. Following consultation, in August 2017 CQC and NHSI published the joint assessment framework underpinning the Use of Resources (UoR) assessments.


NHSI began UoR assessments of non-specialist acute trusts in October 2017; however the ambition is to work towards introducing these assessments and ratings for all trusts. NHSI is currently undertaking a programme of work to understand the productivity of non-acute trusts and develop productivity metrics. The final report from this work is planned for Spring 2018.


Feedback from NHS trusts

NHS Providers will continue to engage with CQC and NHSI as UoR assessments are rolled out. We will encourage the regulators to monitor the effects of UoR ratings on trusts’ overall ratings and to continually evaluate the effectiveness of the UoR assessment process. We welcome members’ feedback on the assessment and reporting process in order to inform our ongoing conversation with CQC and NHSI.
