The National Audit Office says important lessons must be learned in any work to transform planned NHS care in England so that patients can get quicker access to treatment.
Isabel Lawicka, director of policy and strategy, NHS Providers, said:
"NHS trusts do everything they can to treat patients as quickly as possible and to increase capacity in the face of rising, challenging demand for services.
"More checks, tests and treatments including through new surgical hubs and community diagnostic centres show how trusts, many working together, are boosting activity to give patients timely treatment.
"After years of underfunding and severe staff shortages it’s vital that investment and planning by national leaders gives NHS trusts the resources they need to expand capacity and give patients first-class care.
"Trusts continue to work hard to increase productivity right across the NHS – in hospital, mental health, community and ambulance services – and cut waiting times for patients."
