Proposed single oversight framework is significant change for all NHS providers

- NHS Improvement has launched its single oversight framework consultation
- The framework sets out how the regulator will identify where trusts may benefit from, or require, support in key areas of performance
- We say the new framework is significant for all providers and marks a shift in the regulator's approach
- the main areas of focus in overseeing trusts
- how information will be collected from trusts
- how potential concerns with a trust's performance will be identified
- how the trust sector will be segmented according to the level of challenge each trust faces.
The consultation will close at 5pm on 4 August, and NHS Improvement will also be running a series of engagement events with stakeholders to answer queries and get more detailed input.
NHS Providers head of policy, Miriam Deakin, said the new single oversight framework is "significant for all providers" which marks a "shift in the new organisation's approach" and "offers real potential to align regulation with the Care Quality Commission, and to ignite and support a movement of sector led improvement".
The operation of the new framework will be central in maintaining NHS Improvement's reputation with the sector, and in building trust in the objectivity and consistency of its judgements
Miriam said:
"We welcome the greater emphasis on improvement and tailored and voluntary support, however it is important that all trusts are judged objectively against clear criteria and we are keen to follow how the statutory duties of Monitor and the NHS Trust Development Authority translate into practice in this fresh approach.
"NHS Providers will work closely with its members to make a full response to the consultation - and with NHS Improvement to ensure that the new approach marks a helpful step forwards in the nature of regulation and support."
